Is a hiking plan required before climbing Mt. Fuji, or only during off-season?

Hello, I see that some websites mention a "hiking plan" form which must be submitted to the police departments near the trails.

I just want to make sure that this is only for off-season climbers? I am climbing in early July, so is there anything I need to turn in beforehand?

Jackie, the Mt. Fuji climbing plan form is only required during the off-season. You didn’t say which trail you’re climbing, but if you’re climbing in early July on the Yoshida Trail, no climbing form would be required.
​​
But the 3 trails from Shizuoka Prefecture won’t open all the way to the summit until July 10.

Also, Shizuoka Prefecture's "Mt. Fuji Guruguru Trip" app recommends that you register your climbing plan even during climbing season through a sister "Compass App." This would obviously be especially helpful in the event of an emergency.
