Temperature of Russia

Russia is much colder than Japan. In certain areas, it snows everyday. Sometimes the lowest temperature will be -30 degrees C. According to a certain website, since the breath from a person makes his or her face freeze, they cannot breath out forward.
So it is said that then they need to breath slowly while keeping their face looking down. Also, they cannot cry easily because the tears will freeze soon. I cannot imagine those cases.
